Getnewaddress may return previously used change address?

From the command line I used getnewaddress to obtain what I thought was going to be a fresh, unused t address. However, the t address obtained had already been used as the change address for one of my earlier transactions from a few hours before. Is this a bug?

I have also seen this before. I advise you to open an issue on GitHub and possibly describe a sequence of steps that reproduces the problem every time (if you know one).
